You can find it when you unlock the 32k TI.
alright im currently at 29k power.. and the highest power person in my server at the moment has not quite hit 31k yet.. That makes sense..
It just popped up so long ago.. thought i might be missing something

Hi! Just like what was said earlier. The place to find it is in the Uchiha Brothers Team Instance which can be unlocked at 32k battle.
