Currently there is no tools that can be dropped that grant +3 or +4 elemental resistance.

The tool showed in ryurial picture is a very old tool that comes from early 2.0 before ultimate training and charms introduction.

At that time brothers farewall tools dropped only tools with medium tier gold stats for easy and medium mode and high tier gold stats for hard mode.

We will get again that level of secondary stats when kage ti will be introduced but I'm not sure if elemental resistance there are as high as they used to be in old bf.

So, if you had the luck to be higher than 32k power at that time, now you still own a full set of tools with +4 resistance that you reforged that way, otherwise you won't be able to own it until kage ti.
