[ Lineup ] What determines who moves first?

Can someone explain to me how does the game determine who moves first? Because my opponent always seems to have the initiative even though I have higher refinement. I'm at 2nd row whereas the other is at the bottom 7th row. His aoe paralysis skill always land before my dragon flame move.
Cant even interupt if he always move first??

Please help and thanks in advance

does row matters? eg if my main is at 1st row move 1 vs opponent at 2nd row move 1..who will go first?

to further elaborate..i have 1pcs refine at lvl 3 and 4, others are all lvl 2 while his refine is all at lvl2..

both of us using our prompt skill , chidori blade vs dragon flame.

Yet he always move ahead of me?

yes because he is 3rd move like you are and he has higher refine ( i think ) . try to change iruka with main..

it's not possible for him to skill first if he have lower refine.. post the screenshot of his refine then we talk..
