There is no hard level bracket, it's separated based on population.

So if, for some random reason, 20 extra lv 90 showed up for sage today, the bottom of that bracket will get bumped down, so you will end up seeing higher level in the next brackets (at same time, bottom of your bracket might be bumped down to fight a bunch of lowbies)
