Not always the case in terms of position 2 can never out speed position 1.
I was in survival today with a person I know who has a lot more initiative than I do and their Hinata in position 5 moved before my Roshi in position 2 when using standard attack.Whether that was a bug or not is a different matter.
Considering you just said position 5.....
You are wrong. There is no such thing as position 5. Because it is not about WHERE the ninja is located, it's about the order they are in, ergo position 1-4 ONLY

You do realize there is 9 positions to place your ninjas right? So yes there is a position 5 which in in the middle of the 3 x 3 grid. This is what I'm talking about. You are talking about 1 thing and I'm talking about another.
The entire conversation is about who acts first, which the 3x3 grid have nothing to do with. Ergo you are off topic talking about irrelevant non-sense.
