Passive barrier are not dependent on position as renji mentioned. The guy who has overall initiative(sum of initiative in each position) wins the passive barrier.
Position of ninjas matter even in the end game. Position overrides initiative. A ninja in 2nd position can never do his mystery or standard attack faster than a ninja in 1st postion unless mystery of the first position ninja is not prompt. Thats why people with interrupt or acupuncture or immobility or chaos mystery are preferably placed in position one or two.
Edit- Sorry for the confusion. Position here means move order/action . I didnt even consider the possibility of people confusing it with the position relative to 3x3 grid since it doesnt matter except for the tactic page boost. It doesnt affect movement or intiative. If it did affect then everyone would put 3 ninjas in first row.
Not always the case in terms of position 2 can never out speed position 1.
I was in survival today with a person I know who has a lot more initiative than I do and their Hinata in position 5 moved before my Roshi in position 2 when using standard attack.
Whether that was a bug or not is a different matter.

You are wrong. There is no such thing as position 5. Because it is not about WHERE the ninja is located, it's about the order they are in, ergo position 1-4 ONLY
You do realize there is 9 positions to place your ninjas right? So yes there is a position 5 which in in the middle of the 3 x 3 grid. This is what I'm talking about. You are talking about 1 thing and I'm talking about another.
