So when people say you need [insert number] of seal scrolls, does that mean it's a 100% chance of getting the the super rare(s) of that treasure with that many seal scrolls?
for eg. I use [insert number] of seal scrolls and 100% get the ninja at the end but you still have a slight chance of getting the super rare(s) of that treasure.
When people say a certain number, it's more like the average number the super rare appears but it's better to know the range of a super rare. So for the kage treasure, when people say 1000, it should be 800-1200 since that's what people have reported.
ohh ok thanks but is there a chance you still won't get a super rare with 800 - 1200 seal scrolls from whatever treasure.

Well there's only one current treasure in our server that has a super rare range that high and it's Kage. There have been reports of players going past 1200 but I'm confident they just overstated their pulls. Make sure you actually count how much seal scrolls you used into a treasure. It's easy to count by estimating via how many rares you have from a certain treasures with the average number it takes pull a rare but you end up overestimating. Both free pulls and use of seal scrolls count towards the pull counter toward a rare/super rare.
Most of that info comes from various videos and users personal experience. There are a lot of YT videos with 210 for jinch, 400 tendo or even some with ~3k pulls for ssn itachi, where you can see how often super rares occur. Some treasures require less seals, and a lot of people draw from them, ie. jinchuriki treasures which reguire 210~ draws for super rare to appear. When pulling from tendo was a thing, it was 400 for hashi/tendo. Kage treasure, like Danzo said. Now it varies from person to person, depending on personal luck. I've pulled mine at 841, groupmate pulled 3x 300 rebate and got it a while after that, so 900+, some people here on forum reported 1000+. Seems like in this 'big' treasure super rare appears usually after a certain ammount of pulls. Not neccessarily 800th, 900th, Xth pull is guaranteed SR, it's more about average range. Some mod (sorry can't remember name) posted on forum, that in theory you could pull super rare even with 1st pull, but odds of that are abysmal.
The only exception from the rule was after 3.0 was implemented, and kage treasure went nuts- most of the people I know who pulled SR before 3.0, got another SR in free draws without spending much scrolls- now it can be called whatever who likes, but it was simply too many people meeting certain criteria for that to be "accidental lucky pull", that happens less often than winning national lottery. But don't consider that, that doesn't seem to be the case anymore.

no my question is, is there a chance of me not getting the ninja even though i draw 800 - 1200 seals. yes or no question

I did answer your question and I said you should expect to get a super rare since this range is ba
