I fail to understand why, if you didn't revive before the last battle the ninjas with potions, you can't do it after if you have no ninjas left but you still have the potions to do it. It's a pretty * thing, the suggestion is to let the game ask you if you want to use up to 150 revival potions even AFTER all your ninjas are defeat if you didn't use them before.
The alternative implementation is to not allow you to start battle with only your main on the field when all other chars are dead but you still have revive chance left, probably a bit harder to implement then the current method.
Furthermore, one needs to consider just what state to place a player who have revive chance left but insufficient pot at the time. Because in theory, they could get the needed pot before end of event. So do we hang the account in the state until the end of event? While certainly doable and I don't think it would cause any problems, it might be confusing. I guess a retire *on might be reasonable.
Personally, this doesn't bother me much anymore, because now two of my team share a certain ninja, which I use in the 1st and 3rd team (1st and 3rd so that if my 2nd team, which have its own set of ninja, gets me 5 wins, I don't need to revive). So I have to use a revive for 3rd fight and therefore have 1 ninja left over should it die, which allow me to revive more and have a full team for more fights. Tbh, it's unlikely that your top 3 teams are all mutually exclusive, so doing something of this sort should be a reasonable workaround for most.
Of course, it would be desirable if the option of reviving after 3rd team loss were available, should they be mutually exclusive. But given the work around, the benefit is small whereas the development cost might be higher than you may think, it might not be a cost effective change to make.
