So a few ftp lose out a tiny amount of coupon, but much more ftp would end up with more coupons. I'd think this would make more player stay around. Stop only thinking about what you stand to lose, but rather think about it regarding to everyone in the server.
Unless, ofc, you are plundering your own alts only which is technically not allowed so if you quit as a result of unable to do that, that's a great thing, all rule breakers should be perma banned.
P.S. shad, you also need to exclude plunderer from the 4500, because.... you can gain that from plunder alone (in theory). And other source will easily provide 2-3k so...

Quick question... do you know for certain what the devs are going to introduce here in our servers in the 4.0? Answer: No. We have a preview of what we could/should get, but i still have to see an official thread from the staff about whatever content is 4.0 going to bring upon us.
So, unless i see something official, i don't even worry about it. Is it going to make the game unplayable? If so, i'll quit. I just have fun the way i play atm, so i'll continue to have fun in my own way.

Did you know how long it took them to get seasonal arena reward right?
Do you remember how they weren't aware of the tactic pack nerf?
Do you know that they only knew of the TI nerf after the fact?
And then there is the SA adv thread matter that we can't disprove but they certainly also haven't proven.
Fact of the matter is, the staff do NOT know what's in the future, they only know whatever the dev tells them, which may or may not be true and certainly not complete.
At the same time, oasis don't write their own code. So as far as update goes, we will either get them or we won't, and if we do, it will be the same as it were in the CN version.
You are right as far as we don't know if there will be a plunder change. But if there is one, it will be what we see in CN.
So as far as future update goes, I won't trust the "staff" any more than the more frequent and well informed forum goers, both are about equally reliable.
P.S. To be clear, I'm not blaming the staff. Like I said earlier, they only know what the devs tells them, which aren't always complete and/or true. The fault lies in the incompetent devs.
