It is a low chance you get a chase mission with Tendo. He does come since many have done a chase mission with him but other chase missions like naruto or sasuke appear a lot more often.

I have done a poll before on tendo chase proc, and based on over 200 responses, it turned out it's roughly one per 5 month. And that's before rotation, now that you don't have chase all the time, expect maybe 8 month.

Dunno about others.
