If I may, is the mood scrolls in the wheel on the schedule? Just wondering
4.0 is behind the corner, forget about mood scrolls.

About the opener question, currently the group max level is 13 because the implemented max level is 100 even if currently is artificially capped to 95, that's why you can actually have a level 13 group but not a level 100 group summon (that theoretically level 13 group unlocks).
