Every Summons has its own Cultivation Summon Level. If your 1st account have 5 Gold Summons for example, 3 of them are Lv6 Cultivation and 2 of them are Lv7 Cultivation and your Summoning Cultivation is Lv6.. The only Gold Summon that will open for Cultivation are only the 3 Lv6 Cultivation.. Its not random.. If you dont have the other Lv6 Gold Summon, it will not open and it will have a note saying "not yet recruited".
