multiple accounts on 1 server?

there is a guy on my server with multiple accounts they are all in 1 ninja clan and because our server is basicly dead in the morning , he sends all these accounts out so he can plunder them , he is also using a click program so as soon as they pop he gets them 100% , after that he uses these accounts to clear his red name , now the reason he does the is because he doesnt want to lose his plunder , when against me thats a 100% loss when i support , now in saying that there is no shortage of people for him to plunder and he is on all day so its not a time thing and he is a top 3 guy on server ranks , i view this as basicly cheating and being very selfish in the process , we have asked for merger muliple times but nothing has come of it , but the point im trying to make is that what he is doing is highly unfair and its more or less cheating , is there a report system for people who do this making it unfair on others.
