Hiruzen is.... not the best of the kages, but, if we were to give you a line up with him, which I presume you got him from the wheel, it'd help to see what ninja you have, you know? *cough cough*

The only team that works well with hiruzen would be danzo, fire main, and sage jiraya because of danzo's mystery would allow using the reaper death seal after hiruzen dying twice. But like what Resilliance said, he isn't good in comparison to Hashirama or Tsunage (Hokage not the Sannin version). Remember that if you somehow get a good ninjas like the Kages or Tendo for free based on luck and the majority of ninjas you have ninjas you can get from shops and elite instances, they can't help you create a good team with them.

For main pvp team, hiruzen almost always is paired with danzo to get to cast his reaper death seal twice, ergo killing 2 opponents. Without danzo, you basically trade 1 for 1, which is debatable if worth it. On his own, he's got hard hitting team wide mystery, provides a great meatshield with Enma and buffs team's resistance, but lack of chases, cc, debuffs and weak buff (compared to hashirama/tobirama) makes him less appealing. If you dont have meta teams, use him. Fairly cheap team could consist of any main, iruka, hiruzen and 4th konoha ninja that fulfills missing role in your team (either support, healer or dmg depending on main). If you can get some chakra generator ninja to allow him to cast mystery round2, thats great.
