By looking at your power, you neglected to focus on increasing your power while you continued with the story plot line. Because of this, you won't be able to catch up with those who are 40k at level 80 as by the time you get there , they'll have a higher power than you. First of all, you need to look at the various sources of power. If you don't know, look at the "Power Up" *on at the top-left corner. It's isn't perfect but it should give you a foundation. Question these questions:

What is your level in refinement? Level in battle armour? Have you max awakened you ninja? Have you upgrade your equipment as high as possible? Have you been doing team instance and getting better tools/leveling tools? Have you been doing your group skills? Max cultivate ninjas and summon runes as much as you can? There's a lot more ways but these should help out.

Even if you are level 80 and you followed fully and instantly the story line as soon as you could do it you could be 32-33k power even before 3.0 by using wisely your resources and by doing everything you could do for free. Now that there are charms, summon cultivation and ninja bonds you should be able to easily be 36/37k for free at that level.

But that's the thing. Most people I've seen who ask on why they are low on power around level 80 in comparison to those who have it at 32k+ haven't used their resources effectively. I assume they are just casual players and don't put to much into the game.

I believe you have missed a lot of refine and charm

Check your "POWER UP" red buuuuuuutton near your stamina and see what you've missed.

On my alt, currently at level 65 and stopped playing cos that server is dead a few weeks ago. I had 23k bp on current team.

I'm too strong in plundering, GNW is one sided. My main has 2 level 7 refine from previous rebate and most of them in my team are already level 4 some 2 and 3.

So by the time I hit lvl 70 I should roughly be at 30k, then start slowly holding your exp at lvl 75

Stack all your power up such as refine, keys, charms, threads and use them during event.
