I don't even want to think about what should be in the package if the outage continues during Great Ninja War tomorrow.

Part of the problem is that not all players are impacted equally.
On the one hand, you have me, who is pretty much unaffected. I got d/c 4 times (and couldn't login for 1-3 min after each) but I didn't miss out on any "income" as a result (happened to win the masuri I was d/ced in, fox took like 25 min, so the 1 min or so I missed didn't mean much and it affected others too so didn't really change ranking for me etc)
On the other hand, for player who really have it bad, they might miss out on all or part of plunder/convoy, TI and bond as well. In extreme cases for player who can normally only play during the period when the server happens to be down, even exam and survival.
Granted, given the scope of the problem, number of players impacted and the timing of the downtime--right on top of events, there should be better comp than "normal". But it would be hard to come up with an exact list of items that is 100% certain.
