Serpent vs serpent during GNW

Hello. I'd like to know what determines who attacks first during GNW, when there are 2 serpents in the field. Both serpents have the same level and 10000/10000 chakra, thus exactly the same stats. Since the one which moves first usually wins (unless crit rng), that team gets to recast their barrier and buffs. So what influences who will attack first? Is it the order of summoning to the field, stats of controlling player, or what?
