The thing is, Hidan is a really rare, or in other words, premium ninja, so not many have him, since you can get only through events, collecting fragments from events, etc. for pay to win it's faster, for free to play player it takes a long time, and I just got him, after more than half of year of collecting his fragments.
So when you encounter him, sure it makes sense that he should be strong and powerful in a sense, since it's a good way to show a respect to someone who has invested time of value in acquiring him, otherwise it would be * if you grind for one ninja that you want, and it's a "premium" ninja, and it ends up to be crap and useless, right?
If you had him, you would think otherwise.
