You have to use meat* first to change your mood and get the desired combination of +% and -%.
Calm has no difference.

Yes,you need to refresh your attributes than you can level your mood

Even if you up your mood to lvl 10, if you refresh, you'll don't loose anything. Refreshing and Strenthening are 2 separate things of the mood system.
