What was the change? I remember being able to get these from wanted missions and now I dont seem to ever get them and dont see any other good way to get them

All the Tactic pages where in the Deluxe pack in the Space time shop, now only the old ones are in after 3.0 Patch, it was reported in the Bug Hunting thread but no follow up.
