well at matsuri there is a time thing

if you exceed that time while waiting you will get match up with someone random who has been waiting like you

so if you want to match with more people around your level try to not exceed the time

also if you win at matsuri you will be matched with a higher level peep

if you löse at matsuri you will be matched with a lower level peep

Exactly as Kan_342 said. After specific time, if matchmaking system is not able to find you an opponent, you might be matched to someone with lower battle power and level. This situation might as well occur when you lose several battles in Matsuri challenge.

There's most likely over 50k power difference though, there should at the bare minimum have a power limit between players to prevent this. Hopeful thought of it happening, but just saying.

On the other hand, they're probably giving considerations to those who spend so much so that there is not many people to match within their range of power, that there is no such limit so as to allow these players to get a match. (Sounds like Tinder - Naruto version haha - don't mind this comment) Paying customers comes first, of course, unless you can separate them.

The main issue here is not from yoy but from him. By being 11k power in s39 bracket he has close to 0 'fair' matches so, every time, he reaches the 61 seconds in the queue and so he gets matched unavoidably with people like you.

There IS a limit, but it is disregarded once it exceeds 60 sec. For a lowbie, the only way they can hope to get fair match is keep canceling and retry as they get close to the time limit, because they will almost be guaranteed to be crashed once the time limit hits.
