Roshi's chase has a high scaling rate.

The chase hurts a lot if your resistance is a lot lower than roshi's nin.

The chase does very little dmg if you have high resistance.

For comparison, tendo's acu chase has a low scaling.

The chase hurts a lot even if you have high resistance.

The chase doesn't hurt that much more if your resistance is a lot lower than tendo's nin.

If roshi's 30 chase is 1 shotting your team, then your team would also instantly die to a sage naruto or gnw1010 mystery..

roshi's damage get's higher the more he's hit I think so that might be a reason

How do you find out if a ninja has high scaling or high base damage on a skill?

His defense and ninjutsu gets higher the more he is damaged.

it's a 30 hit chase , not so easy to accomplish, that's why it's such high damage overall
