i thought this would be fixed by now
because matsuri matching system is pretty broken, because doesn't matter at all your queue if another queue is in action at the same time. Who comes first first served there, sadly.
Lets say a level 85 is in queue and lost the previous battle or has still to do his 1st battle or is waiting since more than 60 seconds, if you click on 'match' at that point you will be matched with him because is 'his' queue that get priority over yours.
I would like to point out the fact that at any level below 85-90, you are more likely to be matched upward than downward. This is due to the distribution of player level in all the servers. Due to higher level requiring longer time to level up, more ACTIVE players are stuck there. Yes, there are TONS more low lvs on any server, but most of those aren't active. This tapers off in the extreme high level because those take so long to reach that not many have reached it at all.
Of course, this does depend on your server cluster, older cluster will have more high levels. But unless you are on the newest server clusters, as a lv 70, you will most likely be matched against player who are averaged 75-80.
That said, having all matches against 85+ is still on the unlikely side. Thou given that you are likely to lose in such a case and thus only get 3-4 fight instead of, in a mixture of win and loss, up to 8 fights. So a somewhat unlikely but not at all rare event could easily occur 3-4 times in a row.
On a side note, I have NEVER been extremely overmatched/undermatched while waiting for less than 60s. Specifically, i'm a 75k lv 95, I have not met anyone 100k+ or below lv 85 w/o waiting 60s. So I can BS on the priority theory.
