How does exactly the function that gives you free ninjas in elite instances work? I've been doing 3 sweeps per day to get Sai and after 7 days it says that I still need one day more. What shoud I do to obtain ninjas this way?

The number of days that it suggests it will take you to get a ninja from elite instances is most likely just an expectation. IE that on average you would expect it to take one more day to get the ninja. It also might be the minimum number of days required to get the ninja. It's impossible to say unless the devs actually told us. Too many things in this game are left unexplained.
