why in some case sage naruto can make 2 clone while his clone still on battlefield?

why my sage naruto make only a clone after his clone dead?

If Sage Naruto's clone is hit with a debuff like immobile, he can't make his Rasengan Barrage with it. So Sage Naruto will make a new clone instead.

Which in turn sometimes allows him to launch his Rasengan Barrage twice from what I have seen if both clones survive. Trust me, it does happen sometimes.
