You can only get the full ninja from the treasure. 50% chnace to get him at 400 scrolls, 50% chance to get him at 800.

If you draw a full 400 scrolls in tendo, there is still a fairly high chance that you did not get all the pains.

Considering that gakido is free reward in plot/elite instances, that ningendo is farmable in elite instanced and that chikushodo, shurado and jigokido are gainable for free in shops i wouldn't suggest at all to use any scrolls in tendo treasure if you want pains.

I second what the 2 others said.

It's better to farm out the pains in the shops. That being said, with 400 scrollsyou should get around 6 rare ninjas. You will probably get 3-4 different pains on average with 400 scrolls.

At that point you will get either Tendo or Hashirama, who drop at 400 each.

Honestly those ninjas, although classy and cool, are weaker than those you can get from jinchuuriki or kage treasures. Let alone the future treasures we will get. So you should probably save your scrolls.
