What would you buy in this situation?

I will be able to buy in the treasure of sage coming up most likely next event cycle either: 500 cave keys or around 350 med refines.
Most of my refines are lvl 4, couple are 5 and 1st spot has 8,6,7,6,7 with overall Ini at 2403. This is pathetically slow and it has been getting on my nerves for over a month.
I was thinking that I could buy a bunch of refines and wait till the next lucky point refine event and use them on 1st spot to get all to lvl 7, then use the rest on a barrier ninja.
However that is a long wait of getting my arse handed to me at lvl 80+ PVP situations.
At the same time most of my Cave Runes are lvl 5 and are equally distributed with the obvs prio on 1st spot.
I could get the 500 keys and spend 100% of the Ini runes on 1st (which suks bcs that is a waste but Initiative Online is Initiative Online...) and that will also get a rebate most likely in the next event cycle as well which Is much sooner than 1 month of waiting for refines.

Should I wait for refines?
Maybe go for Cave Keys?
Use them differently?
How can I maximise my Ini in this situation?
I read previous threads and how to Increase BP but am unsure what is the optimal way to do this.
Don't you dare mention purifies... Mine absolutely suk and this rigged bs never gives me any ini above 40%. Mostly 10-25% range. Lvl 81 and only 2 orange, some low purple and then greens or white.. Never will I spend on this nonsense.
