Luck, most get her within the first 3, some the first 5, but I've gotten 6 rares, no Mei or Gaara

It's all about luck. Of the rares (Mei, Danzo, Kazekage Gaara, Darui, Onoki, Chojuro, Mifune, Killer Bee Seven Sword) there's an equal chance of pulling any of them; none of those listed have a higher chance than another.

As for myself, it took about 840 scrolls or so, and just before getting a super rare (along with 6 dupes of others in total I think), to finally pull Mei from the Kage Treasure.

Edit: I should note that I have group mates who pulled her as their first rare; I was just incredibly unlucky.

If it helps at all, I had a groupmate who had Mei as his second rare and a groupmate who's put in quite a few scrolls but still no Mei.

As already stated above, you need a crapton of luck. I got Mei as my 2nd Rare in Kage Treasure....which is weird since I don't do 6x 10 draw pulls. Good luck in getting her tho

Ignore the people suggesting a lot of people get her wherever, I think. They almost certainly don't have a large enough sample size to make that sorta statement.

There are a lot of rares to pull from in Kage (I believe it is nine). And that means that your rare drop (around 60 scrolls still) will give you a one outta nine chance for her. Much more likely than not that you don't get her. But still... about 11% of the people would get her as their very first rare pull.

Basically.... LUCK.

(Although, a lot of people on my server have her, like a 4/5 ratio out of those who do have kage rares, maybe 3/5)

420 Seals and I still have no Mei, so it's all about luck.

I think it's just pure luck. I got Mei Terumi before with 40 seal scrolls. Really lucky for an F2P player like me

Given that the reports from players go from 1st rare to 840 scrolls before they got a specific kage we can safely conclude that you truly have an honest 1 out of 8 chance of getting mei as a rare. It'sone of the few trustworthy random mechanics in place.

You have a 65% chance to get her in your first 8 rares, so with 480 scrolls. This is assuming the chance of pulling a ninja is not influenced by previous draws (basically you can draw the same rare you just drew before). It rises to almost 80% with 4 more pulls.

If you absolutely need her she sometimes appears in events for 12-15k coupons. Its the only way you are guaranteed of having her.
