Wish credit is gained when you rank up a refine, it will have a fixed number of extra wish credit toward the NEXT level (this extra only last until end of event)
"spent 60" doesn't mean anything in and of itself, you could spent hundrds across multiple gears such that none of them level up, thus no extra wish credit.
