Hello.If you used your refines before the big maintenance then i am sorry for you. There was a bug about it because Oasis put the event very fast. It happens :) .Please consider next time to wait a little bit more when events are on. Thanks!

Wish credit is gained when you rank up a refine, it will have a fixed number of extra wish credit toward the NEXT level (this extra only last until end of event)
"spent 60" doesn't mean anything in and of itself, you could spent hundrds across multiple gears such that none of them level up, thus no extra wish credit.
