I just tried to ac*ulate his fragments over time through events without spending coupons. It took a few months for me though.

I think that usually happens in the middle of the month. Can't remember for sure though.

I was getting Sage Naruto through several Time Limited Recruitments along with several Missions General Mobilizations if I remember correctly. There might've been one or two more other events that I'm forgetting though.

Missions General Mobilizations is good one, I got like 20+ frags for him there hh

Mission box event has always been a pretty good event, with good rate of fragments, got...16 Mei frags last time, and the last few times before that, Got Sasori (100 puppets) and Tendo (in that order) from the box
