Continuation of the Ultimate training uses ninjas we do not have in the game yet. However when they arrive it will contain more Tendo frags.

Please don't recharge/spend anything on Tendo frags in events, they're made to bait you in to spending your resources on an extremely low percentage of getting the reward you desire so just have patience, the remaining tendo frags will come within the next 4 months.

Maybe you should look at the forums as there are several posts telling everyone just wait until the update for Ultimate training. I mean of course they are going to bait people who don't know or can't wait for the remaining pieces because they know these types of players exist.
