Scarlet Blaze/Hinata/Sasuke/GNW Sakura - for now this is decent at your level. Try getting more ninja, you'll need it to make better teams.

you should use every day's elite instance sweep to get naruto, sasuke, and shikimaru frags and get naruto and sasuke to 3 stars and skikimaru to 2 stars.
