Refining stats is the tiebreaker when two people in the same position are acting at the same time.

Initiative specifically is what helps your speed. So buy refining scrolls and boost your gear.

Also, make sure the jutsu you are using is Prompt because Prompt jutsu will always go before non-Prompt ones.

Your position is not a refine buff... Refining stats are on your gear. You get access to refinement at level 40. Clearly the people you are fighting have refined their stats to be higher than yours.

I already told you how speed works. Jutsu type matters first, then Position, then Initiative.

If he has less refining stats than you do, he's faster because he's in a higher position than you are. Move your Fire main up so he acts sooner.

In other words, say your formation is Hinata in front, then Gai, then Fire main, then Kabuto on the side next to him... terrible team but just an example. In this scenario, Fire main is in position 3 on the team. So he is SLOWER than people in position 1 or 2. Lightning mains tend to be in spot 1 or 2.

If you are in a similar position to the enemy, the game checks your Initiative to see who goes first. This is where refining makes you faster. But it only applies if you are both in the same position relative to other ninja on your team. Someone can be lower level and still act faster by having more refining than you done or by being in a lead position.

The reason characters like Neji seem to be super fast is because they are always in the front of the team. If you put them in the back they suddenly become slow.

If your Fire main is in position 1 already then it comes down to Initiative. The only ninja that can act before you is someone who is also in position 1 that has higher Initiative than you. So even though the person is low level, they have more refining stats than you do. They spent more coupons refining.

No idea, survival is weird. These rules are for PVP. In PVE position doesn't matter, it's only initiative that matters and the enemy has a fixed amount of it. Survival has weird hybrid rules.
