If I were you, I'll aim for kage treasure first then jinchuriki treasure. Kage nins have barriers which helps to buff your nins and also give shields, like mabui. Once you feel you're satisfied with the kage nins you've gotten, you can move to focus on jinchuriki treasure.

Pull kage until you get either mei or danzo. Also try to get Killer bee SST.

Once you have that you can pull on jinchuuriki and build teams around them. Remember that Han does not remove barrier buffs, so he can be pairedup with a barrier ninja.

pull whichever you like most, if you wana be viable now but have useless ninjas in the future meta, pull kage, if you wana be kinda weak now but be strong in the later meta pull jinchus

aim for kage, the reason on jinc u ve really low chance to recieve with seals, and there are ninjas in kage more powerful than jinc so you have higher chance to recieve a useful ninja from kage than jinc.

since its all about luck kage gives u higher chance.

Pretty much this, except: bee is still good, danzo after skillbooks is good, sasuke/ay as well. From jinchu the only one that remains good, is roshi. Han even now is situational, it's either hit or miss- when facing buffs, he alone decreases team potency by 50%. If not, you are stuck with a giant tank, that does only that- tanks.

I'd also say, if you want a "current strong team", pull both han and roshi. It's a guaranteed good team for 400~seals. With kage (except water meta/chojuro team) you need rares from multiple treasures, and you hardly ever pull what you really want/need. Personally pulled super rare even before i got 2 missing rares which i wanted. Kages are already digging their grave, they just need one final push with new 1-2 treasure release(s). And they will stay burried there the same way seal and tendo treasure is now, as long as mentioned books don't come.

If you dont care what main you are playing, getting 1 rare from kage isn't bad, it may help your overall gameplay. But it's not neccessary considering current (and future) meta. Right now, it's all about jinchuuriki or teams based on event ninjas- and if you can afford buying/piecing up minato/hidan/masked man/whatever, you can afford buying/piecing up a needed rare from kage for those 8k they are usually priced.

And what about servers in 1.0 version pre-kage treasure, use scrolls when kage shows up, or w8 for later?

Use them on kage release, no doubt. There's a giant gap between pain/sage naruto teams from 1.0 and kage teams. Look at it this way- it's been about 8 months between kage release and jinchuuriki 1 release. Edo brings nothing to the table. You can invest into getting kage super rare and after that decide on which future treasures you want to spend. And after getting that SR, you will time to save more than enough scrolls for the upcoming treasures.
