Well Kiba is not really a combo ninja, he is more solo and will be fine with whatever ninjas you put next to him. I made up a team with ninjas you would have at this lvl. Main - Dragon flame jutsu, choice of what attack, fire style fire ball jutsu, genjustu mirror. And your ninjas are NW Kiba, Neji, and Sauske. All of them could be 2 star. This is team is not great since it took me like 2 minutes to make up but it is a solid team. Good luck!

Since Kiba doesn't really combo with my main and co, I use him for ranked battle for defense (lower team) with Sakura, Hinata and Naruto (3 star). Pretty good and is usually how I do a lot of damage.

I use Kiba Ninja War, Kakashi, fire main with summon little Katsuyu, Kabuto; my main heavy hit combo begins with Kakashi's Tunneling Fang.

Ninja war kiba + 2 star tenten + 3 star Sasuke ; Lightning main

Meant to be a world boss team, though its combo is great either way. In arena I defeat one of their characters within 2 rounds.
Only downside I guess is not having heals.

Unique thing with Ninja war kiba is that he can knockdown with his normal attack with 100% success as long as Akamaru is alive.
So you can get first round, full team combos off.

Main combo:

Kiba Knockdown -> Main chase into low float -> Sasuke chase into repulse -> Tenten chase into Highfloat -> Sasuke chase into low float -> Kiba 10 combo chase -> Tenten 10 combo chase -> Sasuke 10 combo chase.

Same combo comes from every other skill used.
