My (merged) server, smaller groups are already struggling to fight my group as they are.
If x-server happens, weaker groups have to join stronger group for the chance that they may not know, that new leader would give packs to them or not.

10 Packs for that many players in a group will create more conflict. I've already seen it, not my group though.

In the future this will create less group that will also affect convoy and plunder to be more imbalance. Players will want to quit even more because they don't improve their team fast enough against strong group(s) nor have enough sealed scrolls to get ninja they wish to have.
