Ok, lets talk about the specific case I'm talking about.
There is a whale in a certain server (for now i don't say names because i want to be sure first). That whale choses to quit the game, but after he does so he choses to give user name and password to another whale from another server. That person deliberately avoids to level up the new account he gained (that should be dead since the real owner quitted) to be always able to stay in a cross server sage world battlefield where he is invincible and untouchable, stealing so every time the 1st reward of his side and making the game really hard for everybody that has the unluck to be in his field.
Is this a potential reason to ban or not? Because i know people from my merged server, not me since sadly I'm level 90, that without him would be easy able to be 3rd that are not because he is there (if he is in their field because he steals one of the 3 places and if he is in another field because as soon as they get a winning streak they get matched with him that nukes them in round 1).

As far as the policy goes, I believe this is fine.
Because he is not benefiting his other characters through this, which is what is not allowed. Being a troll and/or hurting other, however, is not governed by any account policy.
Again, there is NO policy regard account trading/gifting, ONLY multiple characters such that some are used to benefit another.
Edit: You can attempt to request for the rules to be changed. However, whatever rule you request should be generic and common, applying to some category of cases. You cannot, as far as I can see, tailor make any new rule to prevent the behavior described unless you request for ALL account sharing to be banned. As it were, there is no such concept of "using a gifted account, purposely not level and hurt players in sage". What it breaks down to is:
Is account sharing ok?
Is level freezing ok?
Is bullying player in sage ok?
No rules should ever be made for a composite case, only on the individual elements. And as it were, only the account sharing one might merit a rule change request to be banned genericlly.
