Hello,
Let me tackle those questions one by one:
Great Ninja War: Currently, the 7 day cooldown is in effect from the time you join a group. After 3.0 hits, it will start when you leave it. Effectively, if you ex. leave the game, and are kicked from your group, and after you come back want to join another one, you will be able to take part in wars right away, instead of waiting 1 week for it. It's a small change, although it should make the cooldown just a tiny bit easier to bear with ;p
Rich Field: To unlock sweep, you need to kill cat/all wolves on that difficulty at least once.
Power Gift Packs: I believe we should be able to claim those packs one more time. I cannot confirm it right now, but it's very highly possible :) Eternal Belief clothing is better known to the community as "Samurai Armor", I think XD At least, that's the name I heard the most, so I suppose it will be the best one to describe it :)
Naruto Online Chat: I am not sure of the changes here as of now. System chat should just show you system announcements, without any player text, so, ex. sealed ninja search would be a tiny bit easier.
What concerns team, and camp chats, I unfortunately do not know the details.
Magatamas and Rune Stones: When you have a character that has not equipped any runes, the autoequip will attach best rune/magatama possible to them. In this case, it sorts it by level.
Summons: Artwork is just a flavor ;p What's truly important, is what you see on screenshot :) For now I won't disclose any details :D
Bond Ninjas: I am not 100% certain on that, but I believe the "!" will also appear over heads of actual ninjas, not just their icons. What concerns chat with all, I would believe it automatically chooses the answers for you as well, however I cannot confirm if that's true or not. It's just my theory at this point.
And what concerns the Masked Man, I am unfortunately unable to let you know any info. I will try to find the info for it, but I don't know anything as it is now.

As for the Rich Fields sweep, would be still be limited by only 2 Rich Fields per day? Or can we sweep every one of them without a limit? -

- Obviously there's the two attempts per day limit.
The “Sweep” function has been added to the Rich Field interface. You can now easily get your Coins and EXP for your units! Rich Field has never been better!
Rich Field’s Cooldown Time has been removed, players can now continuously challenge or sweep through Rich Field. Fukurokumaru awaits you!
This is all it says, because of this they could had removed the amount that you could do or they kept it. Nothing wrong with asking. -

- that means that when you sweep/complete it once you dont have to wait 10mins to done it again, they said the cooldown not the limit
There is still nothing wrong with asking, and since it says
"players can now continuously challenge or sweep through Rich Field."
Which also makes it sound like there isn't a limit even if there is no CD on it. -
