if chakra cost is same ( 20 hinata and 20 sasuke) it uses that mystery what is last in spot first.

Initiative is also a factor that takes place, if Sasuke had way higher initiative then Hinata. He would've gone first.

what do you mean by last spot

i mean when you have hinata at spot 1 and sasuke in spot 2 ,3 or 4 auto uses that sasukes mystery since he is after hinata in attack order
