It's supposed to increase your chances by giving you that wish credit like for level 3 it should go 10/30 chances of success.

when will it happen?

During the refinement rebate you recieve wish credits for UPRADING a piece of equipment which then dissappears after the event.


Example :

There is a refinement rebate ongoing and i upgrade my lvl 8 to a lvl 9 . This would give me 200 free wish credits towards level 10 (which is a big deal when they are costly at that point)

After the event has ended the wish credits dissappear, its an event to level up refines in a fast manner while the event is ongoing (in other words save lots of refines and unleash them all)
