You know that there is an issue when players are deliberately locking themselves out of content (leveling) in order to do better in Sage. I know players that don't collect their daily missions, do ninetails, wanted missions and even some that don't even collect their weekly missions. Yes I see the strategy of staying lower level in order to be paired up with lower power people, but this is an issue.

Basing it on BP instead of level would not only make it more fair for players, but also fix the issue of players cheesing the bracket placements.
