This in the only game ithink i have ever player that actually rewards players for not lvling up which is kinda * since lvling should give you advantage, but since this SWB was implemented the players that don't lvl up are being rewarded since lvl up brings about 300 power but it can move you to a cluster where the difference of power between the new and the old is like 10k+

It's not a behavior I approve of, never done it in any game but it have been a thing for at least 10 years now.
