get sasuke and naruto to 3 stars fast, then make sure you get kakashi
until you get them, you can play however you like
if you can recharge try getting gaara 4 stars in recharge event since he is very powerful in early game

As a beginner...

Kakashi - good for beginners but gets worse later game when you get Sasuke to 3 stars.
Hinata - 2 star Hinata is one of the best characters in the game
Sasuke - 3 star Sasuke can basically do everything Kakashi can, but better. Don't use Sasuke and Kakashi in the same team though, it makes the team too squishy.
Kabuto - One of the most useful healers, works well with Curse Mark characters.
Naruto - I personally don't like Naruto, but some people do find him useful at 3 stars.
Gaara - I've heard he's really useful, but I wouldn't know since I didn't buy him.
Ukon Sakon - can dish out a lot of damage at level 30-50. You might wanna replace him after that, but I still use mine and I'm level 83.

Characters to shoot for in mid-game:
Kimimaro - Kimimaro is a really good tank and can do decent damage. He can dodge attacks a lot.
Kidomaru - Kidomaru is really underrated, he's basically the same as Kimimaro but he gives himself shields instead of dodging. His damage is mediocre though.
Yamato - Yamato is really good for Nine Tails Invasion.

That's all that instantly comes to mind. There's probably more though. Plus, this is somewhat influenced by my opinion, so take it as you will.

Also, don't spend Seal Scrolls until you get to high levels, like 70 or 80. Then you can decide whether to spend on Kage Treasure or Jinchuriki Treasure.
