If you go by worst case and get 50 points each 10x dice and don't land on Jiraya fragments, you will need 3840 coupons. If you go by average, which is 60 points each 10x dice, you will need around 3200 coupons and you will probably get some fragments during this too. So you theoreticly can get him with 3k coupons, yes.
