I got Raikage around 980 scrolls immediately following a rare.
I hate to say it since your as close as you are but... Sasuke/Raikage are both slowly being rewarded via recharge/spend events so pulling seals exclusively for them is a total waste of ingots unless you really want copies of the kage ninjas.
Seals should be going 100% towards Roshi atm especially if your a p2p player. Sasuke has seen his days in the meta and Raikage is waiting on a future pack to really be useful. -

I don't know if it is good to say....Honestly...sasuke susanoo and Raikage both of them are "F2P REKT ninjas". Their function is to bully f2p team which don't have valuable ninjas to counter the strong synergy built with those two ninja. However, if you face some p2w or heavy spender...those two ninja may not be effective as much as against f2p. Recently, I watch some Chinese server's patch and I knew Raikage was remade as a beast in the new patch and he was going to dominate the time-space or SWB...tho, I am not sure if Oasis will follow the Chinese server or not....So...my point is to wait until the new patch come and see if you still want to pull Raikage from kage treasure. And if Oasis is not going to follow chinese server patch due to lack of pay player to pull Raikage...you still get use those scroll to pull rare ninjas from other treasure. -

The Chinese server also recently introduced their skillbooks and were having events so people can collect fragments (very unlikely for OAS to do that) -
