I hate to say it since your as close as you are but... Sasuke/Raikage are both slowly being rewarded via recharge/spend events so pulling seals exclusively for them is a total waste of ingots unless you really want copies of the kage ninjas.

Seals should be going 100% towards Roshi atm especially if your a p2p player. Sasuke has seen his days in the meta and Raikage is waiting on a future pack to really be useful.
