pretty sure it does in kimi's and roshi's cases. It just doesn't remove situational buff like earth's or asuma's full health buff or lightning's dead ninja buff
I don't think so. I saw somewhere that stacked buffs cant be removed. I think the only way to reduce a stack is to apply tag to deal more damage. I don't use kimmi and haven't used Roshi yet but I play a ton of Earth. With the passive def and att increase upon being attacked it continues and continues to stack. The example Loaf gave with mifune....it doesn't remove those buffs and will only destroy the shields. Buffs like ninja god(from hashi) and irukas konoha buff can be dispelled through skewer, sage dust, etc.
EDIT 1: I guess you can think of stacked buffs more like reward vs beginning of battle buffs. Best ex. would be hashi, iruka, wind main and sage naruto. Almost a 100% buff to ninjutsu to sage naruto depending on talents ran by wind main (Otherwise its 60%). And this isnt including the barrier. Buffs like that give you an overall advantage to completely dominate the fight within a few rounds. Im around 70k bp and win fairly easily within or rounds due to the buffs. Now negating these buffs through sage dust, skewer, or any other buff removing ability makes the playing field even or even giving the enemy an edge. Now with stacked through ninjas like kimmi, Roshi, Earth main, Anko, Sailor Sakura, etc. is more like risk and reward. If you can taake the damage and survive with at least half hp or more, youll dominate the fight. Earth Main is easily one of the strongest(without the immortal crap) because of his ability to stack attack and def; hitting for 5k by round 8 through his mystery.
