Hi! Going for Jinchuriki and Kage ninja pulls would be your best bet. Always pull during a rebate event and always pull ten draws. Stackability and most rewards for what you are doing is the best way to do anything. Always look for stackable opportunities.

U should save for Jin treasure ur about halfway to gtn the best char there with the 100 you are gonna hv roshi who costs 210 scrolls after you have roshi I would spam kage to get killer bee and some others that would be nice for roshi.

Tbh I would wait for Jinchu 2 to come out in about 1- 2 months time or so (Dont quote me on that it's just my guess) and then I would pull for Han since he's a really good character for people around your level (Roshi's true potential comes out if youre like level 85+ and have a lot of power and all the talents unlocked) But yea I would at least spend some seals on Kage as well since the Kage ninjas are really good but more importantly I'd focus on getting power since if you have a lot of power you'll do better in sage and matsuri and intern get more seals, etc. hope this helpps!

I assume you don't have a lot of decent characters but start with kage first since it drops decent commons and rares for you to start with. Since you're a wind main, try and go for killer bee and gaara.

By then the jin treasure part 2 should be out (assuming you're f2p). So try to save seals for roshi in jin treasure part 1 and han and fu in jin treasure part 2.

Kage is still your best bet... atm. Right now most of the meta ninjas are event only and roshi is a powerfull tool only once you get enough power to sustain him.

Kage>Han(Jin2)>Roshi(Jin 1)

Pulling in a seal truly depends on what ninjas you have or would like. I put kage at the top of the list simply because you can never go wrong with a barrier ninja. I think if you manage to pull mei, or Garra I would stop and then continue saving. I wouldn't dump more than 220 seals into kage if you manage to get a solid barrier ninja. Now with Jin 2 treasure and Jin 1...it depends on if you are a casual player(f2p), moderate spender, or a heavy spender. From what Ive seen, Han is better if you are f2p just because of his utility, tankiness and super armor. Roshi like others have stated would be best if you have a good amount of battle power to support him. ROshi can turn he tides of a match as well and has immunity. They both bring different things to the table. Either way, you cant go wrong with spending 200-220 for either of those 2.

For new players save for a Kage pull and hope its a auto barrier ninja which is highly likely to be.

Once you get your first auto barrier ninja I say work with it and save seals for either Jinchuriki treasure or treasure that will come in the future.
