You c*ways piece Iruka via refine fragments so you don't have to spend coupons/ignots.

In My opinion the obvious answer is Sage because Iruka is easily obtainable and Asuma can be farmed from survival and tendo treasure.

Really is that easy to get WB Asuma from tendo? I've heard about people who spent 150 scrolls and got nothing. Also i was saving them for Kage to get Mei, so spending them in tendo would not be a juicy idea for me right now.

Getting sage naruto is never a bad move. He's very flexible and can fit be used with every main. He's also strong ninja and will be used for a long time. You can get iruka for free from fragments refine like others mentioned, and asuma wb is such a situational ninja, mostly used for blitz teams or 9tails. Ideally you'd never want to use scrolls on sage treasure, which apart from events is the only source of getting sage.

tl;dr go for sage naruto

My answer if you are full f2p is to not get any of them. You'll eventually get sage naruto out of free draws from sage treasure, you'll get wb asuma from chases and survival and you'll get iruka by refining ninja fragments in excess.
So, hoard your coupons for a very rare ninja or just spend everything on powerups. The only cheap ninja worth to spend coupons on it right now is sakura sailor uniform.

Recharge 80.000 ingots and get sage naruto to 5 stars.

From tendo it depemds on your luck, but survival trial gives you wb asuma fragments sometimes, you can try to save coupons to get wb asuma he like 2k

you can easily pick up a 2 star iruka for most of the things hes good for ie exams and ninetails from just refine and work on getting him upgraded over time. i bought 3 star wind blade in one of the first lucky stars events and since then ive just gotten fragments from survival and am almost 5 star with him so u might just want to wait on getting him. Sage is guaranteed to pull with 120ish seals in the sage treasure. If u feel pvp is where u are lacking Iruka and Sage are equally a good choice in defense and offense. WB is niche for pvp teams as he really is only good if u can maintain his buff.

Sage Naruto fits in almost any team. He has really good damange and can tank fairly well.

But the thing is he is fairly easy to piece together over the course of a month or two as a f2p just purely from events.

So at the end of the day my two choices would be either Sage Naruto or Iruka, but really it depends on what ninjas you currently own and what type of team you're really aiming for.
